Select a 5 pixel blue brush
Create a new layer and draw some curved lines from top to bottom , close one to eachoterh, then draw some circles over them.

Filter->pixelate->facet
Filter->noise->gaussian, monochromatic 12.5
Filter->distort->wave

Apply drop shadow -> 49%
and outer glow -> multiply, blue color, 52%

Duplicate layer, select the duplicated layer,Ctrl + T (free transform) then flip vertical.

Merge layers

Apply drop shadow and inner shadow, then place a gradient on the background layer.

Shrink the image a little and … here is the final outcome.

this is another version, when i used a 2 pixel brush
